Offshore Wind Supportive Manufacturing and Logistics Request for Proposals (OSWSCRFP24-1)

Description

Recognizing the importance of the offshore wind supply chain to achieving New York’s Climate Act goal of development 9,000 megawatts (MW) of offshore wind by 2035, New York State has allotted $500 million to NYSERDA for offshore wind supply chain investments through the 2022 New York State Budget. NYSERDA is authorized to utilize this funding to develop ports, manufacturing, and other supply chain infrastructure as necessary to advance the offshore wind industry.

NYSERDA collected industry feedback through a Request for Information (RFI) in 2023 to assist in developing an RFP for the offshore wind supply chain that is responsive to industry and stakeholder needs. Based on industry feedback collected, OSWSCRFP24-1 (the RFP), was designed to offer separate evaluations for port infrastructure and manufacturing facilities.

Demonstrating continued action as part of New York’s 10-Point Action Plan, NYSERDA seeks to competitively award through the RFP up to $200 million in grant funding for the construction, expansion, or renovation of port infrastructure and/or manufacturing facilities. Proposers will be required to demonstrate how State funding will leverage significant outside investments and create long-term economic benefits for the State. Awards made will advance the development of a domestic supply chain for critical offshore wind components and services, helping to lower costs for US offshore wind projects, and ensuring reliable development timelines.
